Almost no reduction in cancer mortality rates

I found this one fairly sobering. In an article written by Liz Szabo of USA Today, it was written that, if smoking rates hadn't fallen so much in the last half century, there would have been practically zero reduction in cancer mortality rates. This estimate was provided by the American Cancer Society. This is, on one hand, good news for advocates of smoking-bans. However, what does this say
